		<description>As an &#039;officer&#039;s wife&#039; (mull over that one, Gussy boi), I&#039;ve come to the conclusion that the Petty Officers (and NCOs) who actually run things are mostly afraid to make any decisions, so they fall back on the old &quot;it&#039;s not spelled out in my instructions so it&#039;s not allowed&quot; routine. The only thing worse are the civilians employed by the military. (Which brings me to a separate rant about the risk averse bureaucracy our military has become....) Takes an officer, who has the legal responsibility for any decisions, to make a call such as in your case. Congrats on finding one willing to do the right thing.
